Important information on the Federal Emergency Management Agency's (FEMA) new digital flood insurance rate maps (DFIRMs) which integrate statewide hurricane risk will be discussed at a public meeting. On 19 September 2012, a property's risk may change, and consequently so will the requirement for federally mandated flood insurance as well as changes to construction standards.

To assist residents, business owners, and consultants in understanding the map change process and to inform them of their options, there will be a public meeting.

Maui County - 2006 IBC/IRC

RalphNagamine, DSA Administrator, has informed us that he anticipates the CountyCouncil will hear the new building codes for First Reading on 02 March 2012,and Second and Final Reading on 16 March 2012. The new codes will thenbecome effective about a week later when the Mayor signs the bill and becomesan ordinance.

Applicantssubmitting building permit applications to DSA prior to the effectivedate will have a choice of using the current code or the 2006 IBC/IRC. After the effective date all applications will be under the 2006 IBC/IRC.

AIA Hawaii Seeking Nominees for Appointment to New Term on State Building Code Council AIA Hawaii State Council is seeking suggested architect nominees from among our state-wide AIA membership for appointment as the AIA representative to the State Building Code Council for the new term starting this year (2012) and expiring on July 31, 2015. The AIA Hawaii State Council welcomes your suggested names of potential member candidates including your self-nomination. The AIA Hawaii State Council plans to develop a short list of interested candidates leading to a final vote and appointment by the 2012 AIA Hawaii Board of directors. About the Building Code Council Act 82, SLH 2007 (link to PDF text). This Act, enacted in 2007, created the State Building Code Council (BCC) which is administratively attached to the Department of Accounting and General Services. The purpose of the BCC is to establish a state building code which would eliminate the fragmented building requirements which currently exist between counties. The state building code would include the latest fire code as adopted by the State Fire Council, the latest edition of the International Building Code, the latest edition of the Uniform Plumbing Code, and Hawaii design standards to implement Act 5, Special Session Laws, 2005 as applicable to emergency shelters and essential government facilities. Hi All,
This letter is a request for examples of stumbling blocks you have come upon when trying to do architectural work in our towns on Maui.
Currently the building code, fire code, and zoning make it very hard to improve, expand, and alter existing properties in Maui towns.
I am working with WMSA on some "Existing Buildings Alternative Compliance Ordinances" to help facilitate improvements in our towns instead of regulating degradation. Please, please, please if you have any experiences you would like to share with me, I am looking for case studies to use as examples to convince the county that "code relief" will be a good thing for the vitality and economic viability of our towns. I am attaching a template that you could simply fill in and mail to me.

Changes to HSW Credit Requirements & HSW Self-Reporting Deadline is 31 January

As of 01 January 2012, there are new Continuing Education requirements and self-reporting changes.

Beginning January 2012, members will be required to complete 12 HSW credits, including 4 SD credits; the previous requirement was 8 HSW credits. The total number of LU's remains at 18.

Deadline to self-report HSW credits for 2011 is 31 January 2012.

Starting 01 January 2012, AIA members must attend courses provided through an AIA CES registered provider to receive HSW and/or SD credit. Members will not be able to self-report HSW/SD credits. AIA CES providers will need to report HSW/SD courses for members to receive HSW/SD credit. Members may continue to self-report LU credit hours.

Permitting for Professionals Workshop

WAILUKU, Maui, Hawai`i – The County of Maui is putting on a technical workshop for architects, contractors, engineers and other building professionals that should enable them to get their County permits faster.

The Permitting for Professionals Workshop is scheduled for December 9^th at Maui Economic Opportunity (MEO), located at 99 Mahalani Street in Wailuku. The workshop is limited to the first 100 participants and will cost $25 each to cover light refreshments and lunch.

The workshop will focus on improving the permit submittal review process, reducing processing times and avoiding common mistakes which end up delaying the approval of projects.

“Although we are looking at developing new industries, the construction industry is still a huge part of this County’s economy,” said Mayor Alan Arakawa. “This workshop is geared towards getting these construction projects flowing again by removing obstacles and common mistakes made when people apply for permits.

“By working together we can get construction industry off the bench and back to work.”

The workshop was put together by the Permit Process Improvement Team, a multi-departmental working group headed by Managing Director Keith Regan and Executive Assistant Randy Piltz.

"We believe this workshop will assist us in moving forward with our plans to improve the permitting system here at the County by taking a more comprehensive and pragmatic approach,” said Managing Director Regan. “We are focusing on both process improvement and education as keys to improving our permitting system overall.

This workshop will help us address the educational component and help our professionals gain additional understanding of our processes."

“Having been in the private sector I can tell you that I know the frustration that’s out there,” said Randy Piltz. “But it doesn’t have to be that way and we’ve been working very hard to fix it.”

Presenting departments will include the Department of Water Supply, Department of Public Works, Department of Fire and Public Safety, Department of Environmental Management, Department of Planning, Department of Housing and Human Concerns, and the State Office of Environmental Quality Control.

Although this permitting workshop is open to the public, the County is urging those in the building industry to attend, as much of this information is technical and would best be absorbed by engineers, planners and other professionals.

Permitting for Professionals Workshop

The workshop will focus on improving the permit submittal review process, reducing processing times and avoiding common mistakes which end up delaying the approval of projects.

“By working together we can get construction industry off the bench and back to work.”

The workshop was put together by the Permit Process Improvement Team, a multi-departmental working group headed by Managing Director Keith Regan and Executive Assistant Randy Piltz.

This workshop will help us address the educational component and help our professionals gain additional understanding of our processes."

SLIM Renewable Energy Programs

Solar Hot Water

This program provides entry-level training in solar hot water. The curriculum introduces students to solar thermal applications, theory, safety issues, troubleshooting and monitoring, solar thermal design and installation for residences, small business, and commercial buildings. The course includes both classroom and hands-on experience within labs.

Small Wind Energy

This course introduces participants to small wind energy systems. It is a combination of classroom training, hands-on exercises, and field experience that provides students with a broad, solid foundation in small wind energy. The program topics include wind theory, safety, design, electrical basics, metering, grid and interconnected services, code, zoning, and ordinance requirements, OHSH training, and wind turbine trouble-shooting. Maui College installed a wind spire this year, which will be used in conjunction with the class labs.

Shanah Trevenna was recently named 1 of 5 people who will shape Hawaii in the next 50 years by Hawaii Business Magazine. She created a student-led initiative called Sustainable Saunders, which implemented $150,000 in annual no-to-low cost waste, energy, and water savings at UH's Saunders Hall. Her presentation is based on her recent book, 'Surfing Tsunamis of Change, A Handbook for Change Agents' that chronicles their journey to build a state-wide sustainability movement.

This event is funded by the Pacific Center for Advanced Technology Training (PCATT).
